My understanding is that this list can be modified if there is an injury or NHL call up so the practice is to put your injured guys on the list and if they aren't available you can then substitute for them. Example is Rochester putting their hurt goalie Markaahm on the list. If he can play great, but if he can't they can substitute Mark. If they went the other way, Mark would need to be hurt before their #1 could be put on the list if he was ready. Its sort of like saying these are the players we would like to have playing and if they get hurt or called up then we can substitute.
Clear Day is more about declaring which players that are in the NHL can be sent down to play in the AHL. As far as call ups from the ECHL goes it really doesn't mean much. Teams can add if there is a need due to injury or call ups and there are more loopholes than a fishing net. Last season Ryan Maki was not on either MKE's Clear Day or Residence lists yet he still played the remainder of the regular season and the playoffs.
